Decision No. 1207/QĐ-BNV of 24 November 2021 granted the Fund its establishment licence and recognised its Charter, opening a new chapter after 5 years of operating as the Từ Bi Tâm Fund.

On 24 November 2021, the Minister of Home Affairs signed Decision No. 1207/QĐ-BNV granting the establishment licence and recognising the Charter of Quỹ Từ thiện Sống Xanh (English name: Green Life Charity Fund).

Under the Decision, the Fund has legal personality, its own seal and its own accounts, and is responsible for securing its own funding and operating resources. It is subject to state management by the Ministry of Home Affairs and by the ministries and agencies relevant to the Fund’s fields of activity.

From the Từ Bi Tâm Fund to the Green Life Charity Fund

The Fund’s predecessor was the Từ Bi Tâm Fund, set up by Capital House Group in 2016 — an internal fund built on voluntary contributions from member companies and staff, mainly supporting education and health for women and children in difficult circumstances.

The licence allows the Fund to operate officially nationwide, under Decree 93/2019/NĐ-CP on the organisation and operation of social funds and charity funds.

Principles and purpose

The Charter states that the Fund operates on a not-for-profit basis, to support and improve the lives of Vietnamese citizens in difficult or vulnerable circumstances, and of children with serious illnesses and orphans, so that they can continue their studies and integrate into the community; and to take part in recovery from natural disasters, fires and epidemics, helping to spread and build a sustainably developing way of life.

Openness and transparency

The Charter stipulates that the Fund’s management costs may not exceed 5% of total annual revenue, and that the Fund publishes its list of contributions, list of beneficiaries and financial reports quarterly and annually. These reports will be posted on the Transparency page.
